Merging #143 auto-closed #137 with a post-merge criterion unmet: the PR
carried Closes#137 as doctrine required, the criterion could only be
checked after the merge, and the contract was silent on the disagreement
between GitHub's keyword and the pipeline's close authority — the same
disagreement the cross-repo carve-out already resolved, one case over.
BUILDER.md gains the second exception beside the first: when the issue
body marks a criterion post-merge, the same-repo PR uses Refs #N and
triage closes by hand on the evidence. TRIAGE.md makes the criterion
carry its own mechanism; REVIEWER.md lists Refs #N as a spec pointer and
stops treating the reference-only PR as a defect; CONTRIBUTING.md points
at the one home instead of restating. No machinery, no label (#151 D5).

CONTRIBUTING's flow item, BUILDER.md's entry rule, and the PR template
checklist all point at changelog.d/<issue>.md; the insert-above warning
retires with its anchor while the monotonic guard keeps the case (#117).
The mirror is byte-identical in every governed repo, so the four-row
enumeration was true at home and false in rig, box, cast and incubator —
14 of 16 vendored rows lied. The section keeps its doctrine and points at
the two places true wherever the reader stands; ceremony's own set is now
a pointer sentence in CONTRIBUTING, and a labels.test.sh row (red on main,
4 hits) keeps enumeration from returning.

dan-claude-bot takes triage (the single issue-writer, auditable by
actor); claude/codex split building by terrain (machinery vs mechanical);
grok and kimi review; the panel for any PR is everyone except its author.
One box per identity — the box is the credential boundary, the session
prompt is the role boundary.

'You are a reviewer here' becomes a sufficient launch prompt: agent
harnesses auto-load root AGENTS.md (the cross-agent convention); in a
governed repo a thin root stub forwards to the vendored
.ceremony/AGENTS.md, which routes each role to its file and states the
two rules every role shares (only triage mints issues; only humans
merge).

Workflows are consumed by reference because GitHub materializes them at
run time; docs have no runtime — agents read the working tree — so the
agent-facing set (TRIAGE, BUILDER, REVIEWER, LABELS) vendors into each
governed repo at .ceremony/, byte-identical to the pinned ref and guarded
by docs-sync --check in CI (#19). Role files made self-contained for
vendored reading.

Discussions are where intent lives; issues are minted only by triage;
builders turn one issue into one PR; reviewers converge on verdicts;
humans decide in the discussion and at the merge. LABELS.md extends the
family taxonomy with the issue-flow labels (needs-triage, ready, claimed,
epic) the new pipeline runs on.
