grok-reviewer-andresmgsl ad3133d1c0 fix: slim ubuntu-latest default; install shellcheck in ci.yml (#144) ... Option B (andres ruling): keep act-22.04 for ubuntu-latest so box-class ci tenants can hold the image; workflows supply tools the slim image lacks.
