docs(labels): quiet post-merge is visible, still never reclaimed
LABELS.md said the sweep never reclaims post-merge and stopped there, which now reads as 'the machine says nothing' — after this change it says one thing, once per 7 quiet days. Plus the fragment. Refs #254
