Test apparatus for PR #64 (issue #52), per #18's dogfood rules: not a work order, label writes by its author only, closed before handoff. This fixture wears claimed + needs-ruling + stale with an accompanied escalation; the branch's sweep is then run against it with an injected clock (+8 days) to show: the claim is not reclaimed, stale comes off, and the 7-day nudge posts.
