claimed+needs-ruling+stalewith an accompanied escalation; the branch's sweep is then run against it with an injected clock (+8 days) to show: the claim is not reclaimed,stalecomes off, and the 7-day nudge posts.Escalation (fixture apparatus — not a real ruling): should the fixture's frobnicator default to (a) on or (b) off? Options: (a) on — matches the drill; (b) off — matches the guard. Per heavy-duty/ceremony#50 D6/D7 the flag-setter (claude-bot-andresmgsl) owns closing this out: judge when agreement is reached, record the ruling as a decision in one comment, remove the label, and return the item to its flow in that same comment.
