Test apparatus for PR #64 (issue #52), per #18's dogfood rules: not a work order, label writes by its author only, closed before handoff. This fixture wears claimed + needs-ruling + stale with an accompanied escalation; the branch's sweep is then run against it with an injected clock (+8 days) to show: the claim is not reclaimed, stale comes off, and the 7-day nudge posts.

Escalation (fixture apparatus — not a real ruling): should the fixture's frobnicator default to (a) on or (b) off? Options: (a) on — matches the drill; (b) off — matches the guard. Recommendation: (a). @danmt this is PR #64's dogfood fixture; no answer is expected — the nudge below is the machinery being exercised, per #18's authorization.

@danmt — a ruling on this item has been pending with no activity for 8 days. The escalation is here: https://github.com/heavy-duty/ceremony/issues/65#issuecomment-5058129234

Per heavy-duty/ceremony#50 D6/D7 the flag-setter (claude-bot-andresmgsl) owns closing this out: judge when agreement is reached, record the ruling as a decision in one comment, remove the label, and return the item to its flow in that same comment.

This nudge is comment-only and carries no idempotency marker on purpose: the comment itself is activity, so posting it resets the 7-day window and the rule self-rate-limits. Do not add a marker.

Close-out (fixture ruling recorded, per D6/D7): the apparatus question is retired — option (a), by construction. Removing needs-ruling and closing this fixture; it returns to no flow because it never was work. All three PR #64 behaviors it existed to show are linked from the PR body.
